Practical 2026 guide to driving in Portugal — exchanging a foreign driving licence, importing a car and the ISV, paying the IUC, the rules and limits in the Código da Estrada, Via Verde and the highway tolls, EV charging on the MOBI.E network, and the periodic IPO inspection. Driving in Portugal — at a Glance

If you are moving to Portugal

EU/EEA licences remain valid in Portugal until they expire — no immediate exchange required.
If you become resident, you must register your foreign licence with IMT — see Driving Licence tab.
Bringing your car? You normally have a defined window after taking up residence to matriculate it (and possibly to claim the transfer-of-residence ISV exemption).
Annual taxes once owner: IUC; mandatory IPO inspection from year 4.

If you are visiting

EU/EEA, OECD and CPLP licences are valid for tourist driving up to legal limits — see Licence tab.
Carry an International Driving Permit if your country requires one alongside the national licence.
Tolls: foreign-plated cars use Easytoll, Tollcard or rent a Via Verde transponder — see Tolls tab.
The Código da Estrada applies fully — speed and alcohol limits same as for residents.
